Based on what I have seen in tabletops and exercises, the event(s) should have a few outcomes, and a few wildcard events in case someone messes up or gets over confident. THis is where knowing your county emergency manager can come in handy, esp when you want to bring in outside resources to a scene. Ask what is the worst case senario can be in your area, and then drill to that idea. But it does help to have some pre-packaged ideas to act as a baseline.

Well.. I had a jet come in for a landing and a tractor that was cutting grass was cleared across the active just as the jet was touching down. Well...... off came the left wing and fuel went everywhere, the tractor was spun in 2 or 3 circles with the mower deck going on it's side with the blades still turning. Nobody was hurt, no fire. but if you want bad ones, I have a bunch. I just get chills thinking of them. Let me know more of what you're looking for. Fire, injuries, gear up, etc. I've been in and had several emergancies of my own.
I see you are at Ft Benning, is this a joint exercise with the Army and civilians? I know we've involved military units, Dept of State, Public Health, GBI morgue ops, etc at ATL. Being on a military base, it would be useful to include a bio/chem attack and/or other terrorist events. We usually create a scenario involving multiple events and jurisdictions...which makes it easier to implement "ICS/NIMS".
