Friends / Field Conditions for closed runways

There is no regulation that states not to put out field conditions for closed runways that I am aware. There is just the catch all 139.343 and 139.339 that tells you when to inform others:

§ 139.343   Noncomplying conditions. Unless otherwise authorized by the Administrator, whenever the requirements of subpart D of this part cannot be met to the extent that uncorrected unsafe conditions exist on the airport, the certificate holder must limit air carrier operations to those portions of the airport not rendered unsafe by those conditions; and 

§ 139.339   Airport condition reporting.

  • In a manner authorized by the Administrator, each certificate holder must—
  • (a) Provide for the collection and dissemination of airport condition information to air carriers.
  • (b) In complying with paragraph (a) of this section, use the NOTAM system, as appropriate, and other systems and procedures authorized by the Administrator.
  • (c) In complying with paragraph (a) of this section, provide information on the following airport conditions that may affect the safe operations of air carriers:
  • (1) Construction or maintenance activity on movement areas, safety areas, or loading ramps and parking areas.
  • (2) Surface irregularities on movement areas, safety areas, or loading ramps and parking areas.
  • (3) Snow, ice, slush, or water on the movement area or loading ramps and parking areas.
  • (4) Snow piled or drifted on or near movement areas contrary to §139.313.
  • (5) Objects on the movement area or safety areas contrary to §139.309.
  • (6) Malfunction of any lighting system, holding position signs, or ILS critical area signs required by §139.311.
  • (7) Unresolved wildlife hazards as identified in accordance with §139.337.
  • (8) Nonavailability of any rescue and firefighting capability required in §§139.317 or 139.319.
  • (9) Any other condition as specified in the Airport Certification Manual or that may otherwise adversely affect the safe operations of air carriers.

In issuing a NOTAM that closes a runway, you are identifying and encompassing its condition. The closure would take precedent over other NOTAMs associated with the runway and safety area associated with that runway. However, of concern is how are construction and operating crews getting to/from the runway? If they are crossing taxiways, approach areas; affecting navaids, object free zones or Part 77 surfaces or in movement/safety areas of intersecting runways/taxiways, then each requires a NOTAM associated with that affected facility/surface. If through taxiways are interrupted by the closed runway, the through taxiway would have a NOTAM associated with it. The approach light system for the closed runway may require a NOTAM. I am assuming you are preparing a construction safety and phasing plan  (CSPP) per AC 150/5370-2F. If, as part of your construction plan you need to conduct a safety risk assessment (SRA), I can be of assistance in facilitating that activity.

Check AC 150/5200-28 and Order JO 7930.2.  These should help.

Need a little more information in order to respond. What kind of field condition reports are you considering? And what situation are you experiencing or what information have you received that stipulated you would not put out such reports?

Friends / Irrigation of Turf Runway

We have a 4,000 foot grass runway at KFWS.  Does anyone have any ideas on creative ways to irrigate turf runways?  We are thinking of making a tanker trailer out of an old 500 gallon drum and pressurizing the water with an external pump.  The water will then will be dispersed either by a long pipe with holes, or purely just spraying the runway from the side with a hose.
