The Federal Government is going to require an Explosive Licenses of all pyrotechnics, currently government agencies are not required to have this licenses. But when will they??? The letter from Reed-Joseph International explains the new law that takes affect May 1, 2011. I would encourage all airports to read the letter and express your dislike for yet another useless government red tape.

You know, its interesting you should bring this up...I've only seen the bangers and screamers used on airports, but apparantly they are quite popular with farmers for scaring birds out of their fields. I was at a gun show in February that had boxes of Reed-Joseph bangers going for $110 each, and big signs talking about the upcoming letters that would be required soon.

Maybe that's who the extra red tape is intended for.

I'm guessing the box of bangers in my desk drawer doesn't qualify as "adequate storage".  Thanks for the info.

Currently airports are except but you will be required to provide adequate storage and submit a Declaration of Use to the company that provides the pyrotechnics devices.

Federal, state, and local agencies are not subject to all of the new regulations (see item (a) 3 here: 27cfr555.141 ), but must maintain proper storage, and can purchase these items after completing and returning a Declaration of Use form to Sutton Ag

Glen, IT won't let me access the link(?). Do I understand this right, we now will need a license to use bird bangers a screamers?
I contacted Reed Joseph after receiving the letter too. They told me the same thing...that any government, state, city, county, or municpality are exempt. Like you said, I just hope that lasts.
