Thanks for posting this cert alert from the Southwest Region. This all came about from our Airfield Marking Symposium in Boston all the way back in May of this year. We started having a discussion in the classroom about the differences in application practices between two major airports represented there. One issued NOTAMS to allow for the 24-hour cure time, the other painted the white characters on top of the red the same day; the disparity in durability, quality is signficant.
Laurie Dragonas, New England Lead Certification Inspector, was in attendance in Boston and was the catalyst for getting this Cert Alert started. The application method described in this cert alert is a BEST PRACTICE! If anyone has questions specific to your airport and/or painting methods, feel free to email me.

Good to know! We have a couple of red boxes around but we already have NOTAMs issued for them.
PS: The text in your picture doesn't comply with 139 regulations. :)
