Application: This bulletin is being sent to Part 139 Airport Certificate holders to provide
a sample Snow and Ice Control Plan Template (SICP) and review checklist.

Background: In support of the changes to AC 150/5200-30C, Airport Winter Safety and
Operations, the FAA Eastern Region has provided a sample SICP for your airport to
consider when revising your plan. While this format is not mandatory, we feel this
template will assist your airport in better compliance with 14 CFR Part 139. Additionally,
this format will ensure a more timely review and approval process for both FAA and your
airport.

Action Required: As noted under page 1 of AC 150/5200-30C, Application, revised
SICPs were required by April 30, 2009 to address the AC changes. In addition, airports
are required to conduct annual reviews (reference pg. 8, Para 2-2). During this review
you may use both the SICP template and review checklist provided per this Bulletin to
ensure your plan is up to date.
