There are now on the market several electronic conductivity testing devices that are easier and more accurate than the device you hold to your eye to use. On the FAA web site (www.faa.gov/airports) you can find CertAlerts. There are 2 of the CertAlerts than pertain to refractometer testing, CertAlerts 03-01 and 03-08. You may find them helpful and the equipment is easier to use.
We do conductivity testing at most of our airports. Once you do it a couple times it is no problem. Expect an inital start-up cost of $500-800 to get the meter, graduated cycliners etc. I have powerpoints that will walk you through the process.
Gbarentine - You can call your regional airport certification inspector who can help you. Also on the FAA web page (www.faa.gov/airports) you can get to a list of CertAlerts and there is at least one that talks about conductivity testing.
